Every California public school with 21 or more English learners must have an English Learner Advisory Committee (ELAC). Per the California Department of Education, parents of English learners must make up at least the same percentage of members as English learners are of the student body, and the ELAC advises the principal and staff on the site plan for English learners and the School Plan for Student Achievement (SPSA), helps with the school needs assessment and with ways to make parents aware of regular attendance, elects a DELAC representative, and receives training. This kit gives your ELAC coordinator a full year of ready-to-run meetings in English and Spanish, including the new AB 2555 reclassification rule.

California standards
This is an adult committee kit, so it maps to requirements and principles rather than student standards:
- CDE ELAC requirements (Education Code 52176(b) and (c), 62002.5, 64001(a); 5 CCR 11308, as listed by CDE)
- California English Learner Roadmap Principles 1, 2, 3 and 4
- ESSA Title III parent, family and community engagement
- AB 2555 reclassification (Summative ELPAC Overall Level 4; 4-year monitoring)
No student data is collected by us. Forms are for your school's own records, and the kit reminds staff never to record student names on ELAC sign-ins, surveys or minutes. Not legal advice; check your district's policies.
License
School: unlimited copies for every staff member at one school. District: unlimited copies for up to 10 schools in one district, including the DELAC. Purchase orders and W-9: shopcreatorsupplyco@gmail.com. Digital download; no physical product.
Funding fit: The ELAC is a state-required committee, and CDE's Title III guidance says Title III cannot pay for required ELAC meeting costs. Schools usually use LCFF or other site funds for resources like this; your district decides.
