About 330,000 California students have been English learners for seven years or more (Learning Policy Institute, 2022–23). Since 2024 (SB 141), long-term English learners (LTELs) are their own student group on the California School Dashboard, and LCAPs must include actions for English learners and LTELs. Under AB 2555, reclassification now depends only on reaching Overall Level 4 on the Summative ELPAC. This kit gives grade 5–8 teachers a ready, age-respectful designated ELD action: bilingual students sharpening academic English through short, original texts about California.
